The message stated it would be covered at Canada Conference- needless to say the survey was not beat to death so could anyone please stand up and ask if the individual who sent the message out asked his fellow ministers to disregard his notice and apologize for any direction he gave.
Ministers have a right to respond- garbage can or not - I don't think it is anything to be proud of if you didn't respond or are for an issue that is controversial...there is and will be a time to say "yes" or "no"
We get mad at our Saints for acting like that! don't we?

If every member has the right to send out surveys, without official sanction, the end result is chaos. One would have to ask why the survey wasn't submitted to the Board of the UPCC before distribution? Was there an intentional disregard for the Board?
Did the author send the letter from an official capacity (Does the author(s) hold any office in the UPCC?), or did he (they) send it as a concerned member? What was on the letterhead?
Why do mad preachers always blame the saints for their condition?
