What gives Apostolics the right...
What gives Apostolics the right to ask the same question that was asked of those by Paul in Acts 19? Have ye received the Holy Ghost since ye believed?I just ask this because at the time these people were filled with the holyghost Paul had to lay hands on them before it could happen...So why do Apostolics ask this question they are not Paul although alot of them think they are..

I'm "pel" - that's pretty close to "Paul."
Are you saying that there was a gift dispensed to these believers that is unavailable to believers today because Paul (and presumably the rest of the apostles) are all dead now?

I did not say that you did pel.....lol but basically yes that is correct.. I mean think about it you have 12 people praying over someone 6 of them in them Preachers and Evangalist and they still cannot get someone filled with the holyghost....So I will ask my question again.. Why ask the Acts 19 question if you cannot put your hands on someone and give them the holyghost as Paul did.....

Saints (not preachers) in my church lay hands on people all the time and they receive the Holy Ghost. They don't GIVE it, God gives it, but they are the ones that do the laying on of hands.
They also don't scream, spit, push, pull, slap under the chin, coach them to say something over and over and over, or have to pray with people for hours in order for them to receive it. Average time of receipt is less than 10 minutes. Often alot less.
This is the NORM at my church. Not sure what or where you are talking about.
So...just what is it that are you griping about again?

Who do you think the last person was to receive the Holy Ghost, and when did God stop allowing those who received it to "pass it on?"

KWSS... In Acts 10 no one had hands laid on them and they received the Holy Ghost. However, what is more impressive is that everyone who had hands laid on them by apostles received the Holy Ghost ( Acts 8, Acts 19). In fact, it even appears the presence of an apostle was required for the Holy Ghost to fall in Acts 8, because God chose not to save any of those people (by the 3-stepper method) until an apostle came on the scene.

I guess the obvious question would be, then: Who were the "apostles?" What were the qualifications that made them such?

The only ones we know of are the 12 and Paul. The new testament seems to imply there are others but it does not give any qualifications for them. It doesn't really elaborate on the differences of any of the offices either.

I did a quick search, and I had to wonder...who got left out? I suppose this is referring to the original 12, including the one who replaced Judas.
Revelations 21:14 And the wall of the city had twelve foundations, and in them the names of the twelve apostles of the Lamb.
Paul [Saul] presumably received the Holy Ghost at the hands of Ananias, who was not among that number.
