Culture And The Veil

As more Pentecostals see that Paul was writing about veils being a covering for women the next obstacle they face is the arguement that it was just "cultural".

What does that mean? How was it that the cultures of many nations were teaching women ought to wear veils? Where did this idea come from?

I think he's asking why it became the norm, and expected, for women to wear veils. I think it's an interesting question.
