'Former' as in "having once, or previously, been." Since "saves" is present tense, technically those he saves were, but are no more, sinners. etcetera.
To paraphrase: 'Jesus saves those who were [X].'
By your mention, it literally reads Jesus saves those who are in that current condition, and remain there.

. . . About the last one (OP's): my bad. Though, rather than saying "former," another adjustment could be mentioned to bring about the same point as above. Seeing those in the book of Acts were added after they were repented, baptized in Jesus' name, and received the Holy Ghost (
