I mean, we've all heard it...some even have said many members of the 49 have done it...the bashing of HQ and District-level UPCI leadership as a whole...the mistrust. I really don't understand why it is worth it to remain a member of the UPCI in that case.

But her point was, this has been going on for years of time now - some not attending district functions and chosing to go to other independent camps, etc. - and they didn't drop yet.
