There are sins not onto death according to John the Beloved. Can an immodestly dressed person be sinning? Yes. It is hell for them? Probably not, depending on the reason.
As far as how do we define modestly dressed, I think the Supreme Court's view of pornography plays a role here.
When asked how they defined it, they came up with this:
You know it when you see it.
I remember a time at church when a married woman was walking away from me, with a jean skirt down to her feet. But she had a slit up the back end that went almost to the knee which allowed anyone, but in this instance me, see the sister's leg up the calf. Never before had I seen such a thing from her. Did I accuse her of sinning?
No.
But I also didn't need to know that my brother in the Lord's wife had nice legs, either.
A final comment:
I recommend reading "Modesty" by Steve Pixler. He creates a convincing baseline definition of modestly dressed and why modesty is so important in the world today. A few bones, perhaps, to throw away. But a lot of real good meat; definitely worth a read.

Steve Pixler is a great preacher, song writer and all around good guy. I need to get this book.

We already discusses this. I didn't comment about a woman praying uncovered. Praying uncovered in that context refers to a head covering

Kinda looks to me like they both are pretty much wearing the same thing
