Heb 1:1 God who at sundry times and in divers manners spake in time past unto the fathers by the prophets,
Heb 1:2 Hath in these last days spoken unto us by his Son, whom he hath appointed heir of all things, by whom also he made the worlds;

In times past he spoke to the fathers by the prophets. They audibly heard the voice of God. All the Israelites understood who was a true prophet and who was not. It was time that always validates what we say. Their writings became scripture when they recognized that it truly was God who spoke through them. This even when those in authority opposed, ostracized, put them in prison etc.. We all like to be liked but even when Jeremiah did not want to speak the Word of God He said it was like a fire shut up in his bones.

Jesus Is Gods final and ultimate revelation. We have creation it reveals a creator, Audible revelation which became Oral tradition (the misnah is a record of oral tradition), Adam lived a long time to talk to his children what he heard directly from God 930 years, then we have the written word or Torah, first given to Moses and then later meticulous exact recording of the prophets by the scribes (Tanakh). They also had the Talmud which meticulously recorded the writings of the rabbis. Not scripture though only commentary. When the prophets, history, & poetry were included we had the Tanakh (Old Testament). Not all writings were included as scripture but much can be learned from it though as some things written in the New Testamant reveal what is in these extrabiblical writings and now are included as scripture. Truth will always triumph over error. Even when everybody believed the world was flat, you know the story no matter how loud and forceful I scream it, truth wins again.

Jesus used many of these writings and referred to them as scripture. Jesus is Gods final revelation and the apostolic writers in order to be received as canon those apostles had to be eyewitnesses of Jesus to be included. This does not exclude the five fold ministry now but they can no longer give new scriptural revelation to be included in the canon of scripture. We are now to measure all of our prophetic Word by the completed scripture. All they apostles did was record what was revealed to them and establish the church by Christs direct revelation. he opened their minds to understand the scripture. This especially included Paul as Jesus called him and gave him direct revelation and Peter even refers to his writings as scripture.

Gal 1:11 But I certify you, brethren, that the gospel which was preached of me is not after man.
Gal 1:12 For I neither received it of man, neither was I taught it, but by the revelation of Jesus Christ.
Gal 1:16 To reveal his Son in me, that I might preach him among the heathen; immediately I conferred not with flesh and blood:
Gal 1:17 Neither went I up to Jerusalem to them which were apostles before me; but I went into Arabia, and returned again unto Damascus.
Gal 1:18 Then after three years I went up to Jerusalem to see Peter, and abode with him fifteen days.
Gal 1:19 But other of the apostles saw I none, save James the Lord's brother.

Deu 18:15 The LORD thy God will raise up unto thee a Prophet from the midst of thee, of thy brethren, like unto me; unto him ye shall hearken;
Deu 18:18 I will raise them up a Prophet from among their brethren, like unto thee, and will put my words in his mouth; and he shall speak unto them all that I shall command him.
Deu 18:19 And it shall come to pass, that whosoever will not hearken unto my words which he shall speak in my name, I will require it of him.
Deu 18:20 But the prophet, which shall presume to speak a word in my name, which I have not commanded him to speak, or that shall speak in the name of other gods, even that prophet shall die.
Deu 18:21 And if thou say in thine heart, How shall we know the word which the LORD hath not spoken?
Deu 18:22 When a prophet speaketh in the name of the LORD, if the thing follow not, nor come to pass, that is the thing which the LORD hath not spoken, but the prophet hath spoken it presumptuously: thou shalt not be afraid of him.
