Just because it doesn't specifically state "They spoke in tongues and received the Holy Ghost" doesn't mean it didn't happen.
In Acts 16, it doesn't say "they repented" or "HOW" they were baptized (In Jesus name vs. Titles) but by referencing various scriptures around this verse, we know they must have repented of their sins, and they were baptized in the Lord's name, even though chapter 16 doesn't specific state that.

water doesnt wash sins away its through the blood, havent read anything about the blood on this thread.
I believe strongly in the sinners pray, its only a beginning. at that point they are saved.

it is only an outward manifestation of something that happened within.
the holy ghost is the speaking in tongues, it is also an outward manifestation of the holy spirit that dwells in you.
I have been in pentecost all my life and the light went on recently about some of these things, thanks to this forum, it has made me think alot
Added comment: Throughout the Bible. salvation, while having a "personal experience" element to it, never-the-less remains a life-long process (to them who overcome to the end), and not a single event. The closest we have to a "single defining event" is when God places His seal upon an individual - receiving God's Spirit within - anytime after repentance.
Generally, these kinds of questions are asked by those who are not sure of their own salvation. There remains a doubt of when, where, or how their salvation was effected. So, there remains a lingering need for reassurance; that all of the necessary religious rituals were performed correctly. The only other reason of engaging is such fruitless discussions is to challenge another's perceived salvation experience. But, even this approach (justification for challenging) reveals an underlying doubt of one's own relationship with God. With that doubt comes anger and sadness.
Solution: Receive the promise of salviation by faith and move on - keeping Hebrews 6:1-3 in mind.

All kidding aside, baptism must be necessary for salvation, otherwise, why did Jesus say what he said in Mark 16:16?
He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
baptism is a cleansing of our spirit, old things washed away and you become new again.clean slate.
