The "TV ban" would have applied only to the card carrying pastor (and other card carrying ministers). The lifting of the ban really has no impact on the church itself, except if the pastor now wants to marshall their resources for a new outreach endeavor.
#3 also doesn't necessarily affect the local unaffiliated church too much. That would be assuming that the card carrying pastor is the one who would invite a preacher "under question" to the church and not the church or its members. Hypothetically, a non-affiliated church can invite the Pope, Barbara Boxer and the Dalai Lama to come and preach while the card carrying pastor is away and there would be no formal repercussions. The card carrying pastor would need "permission" to bring in a preacher "under question."
The UPCI only has a say over those who willingly agree to sign on. And even then, that "say" is rather minimal from HQ. On the district level however, that's where the fun begins.
