There is nothing "illegal" if the men who put the meeting together are no longer in the UPC (which I know for a fact some of them will not be). They are not bound by the manual.
Furthermore, if they are not "preaching" for a non-UPC pastor in the area, there is nothing in the manual that requires notifying the presbyter, DS, or anyone else. When the National Youth Division brought a meeting to Kansas a few years ago, no one contacted me (I was DS then) OR the presbyter about it. In fact, they didn't even ask the local pastor. They just did it.
Complaining about this meetings seems like a double standard in my opinion.
