House Bill 819 (S.L. 2012-201), bans state and local agencies from basing its coastal policies on scientific models indicating an accelerating rise in sea level in favor of historical linear predictions. The law further mandates that the Coastal Resources Commission (CRC) and the Division of Coastal Management do not define sea-level change for regulatory purposes prior to July 1, 2016. Additionally, the law directs the CRC to refine its study no later than March 31, 2015 with a scope not to exceed 30 years. While supporters of the bill argue sea level rise should be based upon historical trends and ask for additional scientific studies, ultimately, this bill prohibits the use of crucial scientific evidence and has the potential to harm North Carolinians on the coast.
Opponents argue that the law ignores scientific predictions of sea level rise in favor of economic gain. “We have serious sea level rise and we have a bill here that says the CRC can’t consider sea level rise while they are making their decisions,” said state Rep. Mary Price Harrison (D). The repercussions of North Carolina House Bill 819, should it extend beyond July 2016, could be devastating for the constituencies it intends to shield while opening up the potential for litigation in the event of disaster for failure of the government to properly protect its citizens. “By putting our heads in the sand literally, we are not helping property owners,” state Rep. Deborah Ross (D) told Reuters when the law was passed. “Ignorance is not bliss. It’s dangerous."

Did you read what you posted? Even this lib-leaning blog posts doesn't prove or provide any evidence of your claim.
There was no ban on speech. There was no silencing of scientists. There wasn't any kind of ban on anything but the use of a faulty study which would have caused an unnecessary economic crisis.

Their claims of global warming have been found to be wrong as well. The earth has cycles of warming and cooling.

You don't have your facts right either. During each phase of Arctic melting, scientists are seeing an INCREASE in what is melting. During the freeze, we do see ice growth, but it isn't expanding to the extent of the melting, leaving a net loss of ice.

Does House Bill 819 (S.L. 2012-201) prohibit state and local agencies from basing its coastal policies on scientific models indicating an accelerating rise in sea level, yes or no? Yes. Does this law prohibit enacting any regulatory measures based on such data, yes or no? Yes.
Because both critics and supporters acknowledge that the bill restricts all sea-level predictions used to guide state policies for the next four years to those based on "historical data." However, while critics argue that this is ignoring crucial scientific data, proponents in favor of the law argue that this allows the state to focus on historical data as opposed to the questionable data presented by the U.S. Geological Survey (USGS).

I'm done. I don't need to continue arguing the issue. You made claims which were exaggerated and false, it's been proven they were exaggerated and false. No need to keep going around in circles.
And seeing as the state already completed another study last year and will continue to complete studies every 5 years, the issue isn't even an issue.

While yes, studies will be done every 5 years, it is unclear as to if the legislature will allow information that isn't based on historical data (which the previous study was restricted to). That means that any additional data based on climate change estimates can be legally rejected from consideration.
