The Western District is still a district. Next week at the conference, the conference will vote on the FORMATION (not a "split") of a new district called the Southern California District. This district will be comprised of everything from the Grapevine down....covering the counties of Los Angeles, San Diego and Riverside.
The Western District will remain and include everything from the Grapevine up (Bakersfield to the Oregon border).

The Actual Application also mentions a "Home Missions District" for Southern Nevada- Las Vegas. Also there are rumors to create a "Northern California District."
