No that's not what it means. It was a matter of time. Look, Osama was always moving. They actually had good intel on a number of occasions but either just barely missed him or Osama changed his mind.

This time it was quite different. He was living in one spot for months. They got this intel way way back in August and apparently he did not leave.

What is the different strategy? It's still the same cloak and dagger stuff...they looked and waited and finally discovered Osama's courier and tracked his movement.
