I hope you won't immediately label me as a snarky ultracon for saying: Whenever God wants to impart it.

My engineering answer is: About 4 minutes after it was needed.

Some people do seem to just be born with more common sense than others. These people tend to develop more wisdom.

However, God says he will give wisdom to those who seek it. Even a dunce can get a leg up by reading Proverbs.

Here is what I believe to be key: When we are born again we receive a new nature. If we envelope ourselves in our new Godly nature, instead of reverting to the old man, God can grant us many things we weren't born with, including common sense and/or wisdom. God has miraculously given unlearned people the ability to read or play musical instruments. Surely he can do this too.

I do not believe that this is exclusive to pastors or preachers, nor do I believe that it is a prerequisite to being used by God to preach. A preacher can resist God's gentle urging toward perfection in this aspect of his life just the same as anybody else can, with any aspect of the new life.

My pastor used to say that wisdom is nothing more than an uncommon amount of common sense. Obviously, experience plays a major part in wisdom, but this definition seems to fit very well, at least for me anyway.
