Clothing and our outward appearance is important though. We're judged immediately on how we look ....... how we present ourselves ..... and people get an instant impression of the kind of person we might be, based on how we "look". Like it or not, it's true. And as born again believers we have a responsibility to be proper representatives of the One we serve.
There should be no "lackadaisical it doesn't matter" attitude on our part.
I agree that Scripture says God looks at our heart. But He can, because He is God. People can't see our hearts. Our appearance and our actions represent what is in our hearts.

Our American culture has accepted that women wear dresses!
If I lived in a heathen culture, I would wear what was considered modest men's clothing in that culture. I would blend in to the culture to be able to witness to others the saving power of Jesus Christ.

If our missionaries are smart, they will wear apparel of the local culture from time to time.
I would not wear apparel that was connected to worshiping false gods and such. Wouldn't that ruin my witness?
I would always wear modest apparel. As long as I'm wearing cultural apparel, the local would understand my modesty.

Every culture has a definition of modesty.
And you might think it's ridiculous, but it's true. You suggested that we shouldn't dress like the heathen, but we all do. Until Apostolics come out with their own line of clothing like the Amish, we will dress like the heathen do.
We just dress like modest heathens.....LOL!
Do you understand the definition of culture? I think you are confusing it with something else.
Culture is defined as the norms of a society, basically. Dictionary.com says:
1. the quality in a person or society that arises from a concern for what is regarded as excellent in arts, letters, manners, scholarly pursuits, etc.
2. that which is excellent in the arts, manners, etc.
3. a particular form or stage of civilization, as that of a certain nation or period: Greek culture.
4. development or improvement of the mind by education or training.
5. the behaviors and beliefs characteristic of a particular social, ethnic, or age group: the youth culture; the drug culture.
Culture constantly changes. Today's culture isn't what yesterday's culture was. What our culture defines may not be true in another culture.
Nothing wrong with obeying culture. We all do it all the time.
