Act 8:16 For as yet He had not fallen on any of them, they were baptized only in the name of the Lord Jesus. Act 8:17 Then they laid their hands on them, and they received the Holy Spirit.
Luk 11:13 If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?
IF someone does not know or think they are filled or have been yet, I see no problem with praying for them.
BTW the ancient methodists....followers of Wesley, had a practice of seeking the Lord for a salvation experience to confirm their converstion. They tarried and many spoke in tongues as a result. This was before Topeka

If someone came up to you and said they were filled with the Spirit would you believe them? I would not believe them or doubt them, I have no idea but you can be sure I won't be buying beach front property in a swamp either..
However, HOW did they know the Samaritans did NOT receive the Spirit yet? (Samaria Acts 8)
How did they KNOW the Gentiles did? (Cornelius Acts 10)
