Can a biblical plan of salvation be found in the epistles ?
In there enough evidence of salvation teaching in the epistles to warrant finding a salvation plan in them why or why not ?

Yes it can.

But nowhere in such a concise statement as Acts 2:38

Can salvation be found in the Epistles?
Can salvation be found in the Gospels?

In John 17:20 Jesus prayed for those who would believe on Him "through their (His disciples) word."

Where do we find the words of those disciples?
We find them in the Book of Acts where we see (partial) sermons quoted.
We find them in the Epistles in a more formal setting.
And we find them in the Gospels. Note John 20:30-31 which says:
30 And many other signs truly did Jesus in the presence of his disciples, which are not written in this book:
31 But these are written, that ye might believe that Jesus is the Christ, the Son of God; and that believing ye might have life through his name.

What would we know about Jesus if we didn't have the Gospel records?
