Within the context of what is taught in Colossians 2, where does it state that Colossians 2:9 made Jesus God?

Exactly.
Jesus had to be made a quickening spirit first.
Col 2:9 did not fit in him like this on earth....
9 For in him dwelleth all the fulness of the Godhead bodily.
Unless all the fullness of God was the size of Jesus(an average size human) .
