Think about it...This was chapter 16 and just before that in chapter 15 the Apostles DECREED that the Gentiles did not have to be circumcised

sn His father was Greek. Under Jewish law at least as early as the 2nd century, a person was considered Jewish if his or her mother was Jewish. It is not certain whether such a law was in effect in the 1st century, but even if it was, Timothy would not have been accepted as fully Jewish because he was not circumcised.

Neither and I doubt Timothy was required to do it. Timothy was half Jewish. He didn't have to do anything at all but clearly he allowed it.
It's not the same comparison. Our modern society does not have a phobia over beards or mustaches let alone have one on religious grounds.
I believe Paul did this to protect Timothy from the religious nut jobs just like in Muslim nations women who are not muslims wear a head covering not just out of respect but for fear of their lives
We are talking about a pastors PERSONAL PREFERENCE and he forces on others.

Heres how we know Yeshua and all the apostles had beards.
19:27 “‘You shall not cut the hair on the sides of your heads, neither shall you clip off the edge of your beard. Leviticus 19:27
It was a commandment of the law given by YHWH!
So can we see what a MAJOR PROBLEM some in our day have? They would be suspecting that Christ and his apostles were full of pride. They would certainly NOT have fellowship with them.
And so according to their own words they are refusing the Biblical Christ at least on this issue.
