Now I will be serious. Here is my original point. As you said, government sites are government owned. They can set up any security measures they want to as they see fit. Private companies after 9/11 were put under the jurisdiction of the coast guard. Not the docks, or the marine facilities - the front gates. They took over jurisdiction and simply passed the cost on to the people who worked in those facilities. For the first time in our history, private facilities and private companies are under military jurisdiction and even have to issue reports on a routine basis to the coast guard, and their employees have to get biometric identification cards from the TSA to work there.
The rules apply to everyone. Welders and fitters who are in turnaround for a few weeks and permanent employees who work there every day. So, the same people who for years have been going to work and paying taxes had to go to a government office, fill out an application, give their fingerprints, and have a card issued to them by the federal government to work their same jobs. These people were just employees who were not in the least bit dangerous the day before they got their federally issued card and not the least bit safer the day after. Their prints and their money were just taken from them. Take the card or lose your job. Sounds like taking a mark LOL

and no not everyone is required to get a twic, but i could see handeling chemicals being under that as well. also oil companies ship the oil. its another one that falls under the maritime
