He needs them to be motivated to go out in force as they did last election so that he can win again. So Holder was likely told in no uncertain terms to do NOTHING that might make black voters upset with Obama or his administration. Hence, the Panthers can place a bounty on a man's head and not even get a response from the POTUS or the AG.
Had a group like the KKK come forward and put a bounty on Zimmermans head, Holder and Obama would be tripping over themselves trying to be the first to make a statement or get charges against the KKK.
