There should be a harmony of these verses not one or the other. Some accounts of conversion in the book of Acts don't even mention repentance or Spirit infilling. Does that mean the convert did not repent or was not filled with the Spirit? We have to fill in the blanks with all the other accounts of conversions. Act 16:13-16
