True, IF applied correctly, the regulations for Technology adopted in 1992 would have been different.

My point was that all this circuitous discussion does little to the discussion shown in the Thread.

This is about an open disregard of a rule. The light was red. Not pink, maroon or another shade. Red.

The fact there were others speeding on other streets while the redlight was red is not relative.
