My opinion:
I said this before in another thread.
What we voted on in Tampa has NO effect on a country like Honduras. They have their own constitution. We are uniform on plan of salvation, basic holiness, but from there everything is up to each country.
for example....for the most part there is no such thing as an atonamous UPC church in latin america, everything is under control of the National Board. Some countries rotate Pastors. The board has authority to take a pastor out of one church and send him to another. obviously NOT a US custom
In some countries local licensed ministers CANNOT baptize someone, you have to hold general or higher. again not practiced here officialy, (although I've heard some Pastors do this)
my point is just because the UPC of the U.S. decided to vote in resolution 4 does NOT mean that each country has to adopt this resolution into their own manual
