I am sure Trump most-likely still knows nothing about this. Most Federal agencies are rogue now and are openly defying Trump. The only way to drain the swamp is to close the agencies. But do you think Congress would do that? No way. Trump would have to blanket lay-off 90% of the Federal workers and let the agencies wither away to even make an impact. But unless they are completely eliminated, the next Administration would simply bring all the workers back and revitalize the agencies. Only the States can make any real, lasting change.
