A bit of an overkill. Having purchased and installed audio/visual for a few churches, I know it can be expensive, but good grief.
The church definitely wasn't a good steward of that $18,000.

It's not so much about how big the building, but how big is the stage and for what are the using the lighting? A church of 150 likely doesn't have a massive stage, so it's just complete overkill and not clearly thinking through the need and their use.

Normal stage lighting for a church -- no gobos (images), FX or moving heads -- shouldn't be more than $5,000 at most. And that's LED color-changing lights with the control board.
The Pentecostals in Alexandria have a massive lighting system. Theirs likely cost around $18-$20K or more.
That's a church of a couple thousand. This church was said to be 150? I don't get it.
