You would have had to have listened to the Planned Parenthood hearing (available on C-span) to see that it is not necessary for the Federal government to fund this private entity.
Richards also admitted at the hearing that not ONE facility offers mammograms - they don't have the machines. They are sent elsewhere. One Congressman said to her, "You make a lot of money off of death."
They are flush with cash, making $127 million over their expenditures. That is a cash cow. I don't have all the numbers in front of me now, but I do know that Planned Parenthood President Cecile Richards has a $650 salary! That is more than POTUS.
They also have a political agenda, supporting the Democratic Party - Democrats want them to get out the vote by transferring from a 501(c)3 into a 501(c)4 to engage in these political activities.
They don't need federal dollars to operate.
But, the thread is about Rubio, isn't it?
