From a blame standpoint, the U.S. should provide them with the necessities for a time until they are able to stand on their own IF the actions of the U.S. inhibited them from being able to provide for themselves.
From a humanitarian standpoint, someone or organization should help them.
The problem is while so many are discussing what should be done and worrying about the implications if the U.S. does do something, these people are suffering.
Realistically, any opinion on this is subject to attack from people who believe one way or another. Because of this, nothing will most likely be done and the status quo will continue to exist.
