The Bible may have influenced some of the men who wrote our Constitution, but our Constitution is not "God-Breathed".
There are all sorts of problems associated with implying that the Constitution is somehow "divine".
In defense of Tom Delay, saying that the Bible influenced most of the men who wrote our Constitution, and indeed it was the majority, is the same thing as God-Breathed to him.
“The general principles on which the fathers achieved independence were the general principles of Christianity. I will avow that I then believed, and now believe, that those general principles of Christianity are as eternal and immutable as the existence and attributes of God.” –John Adams wrote this on June 28, 1813, in a letter to Thomas Jefferson.
“Our laws and our institutions must necessarily be based upon and embody the teachings of the Redeemer of mankind. It is impossible that it should be otherwise; and in this sense and to this extent our civilization and our institutions are emphatically Christian.” – United States Supreme Court, 1892.

Your explanation is fine and his remarks make for good straw man political arguments, but he is and will always be wrong on this issue.

“I think we got off the track when we allowed our government to become a secular government,” DeLay told host Matthew Hagee, the executive pastor of the TexasCornerstone Church. “[W]e stopped realizing that God created this nation, that he wrote the Constitution, that it’s based on biblical principles."
"Jesus died for our freedom. And Jesus destroyed Satan so that we could be free and that is manifested in what is called the Constitution of the United States. God created this nation and God created the Constitution; it is written on biblical principles."
Delay is cookoo. This is the problem with politicians playing preacher. Guys like Delay and Santorum butcher the Bible when trying to pander to religious voters.
Jesus died for our freedom...destroyed Satan so we could have the USA?

Seriously? This dude should stick to politics.
Now you are just acting like a jerk, respectfully.
He is speaking to a church body.
HE SAID, that the Constitution was written on biblical principles. The quotes I provided by John Adams and from the US Supreme Court 1892, don't disagree with that.
Let's read John Adams once again - “The general principles on which the fathers achieved independence were the general principles of Christianity."
How did they achieve independence? With the Declaration of Independence.
Jesus did die to set us free, and the US has always been viewed as a Christian nation.
So, just because he wasn't as eloquent as you'd like on the subject. He isn't totally wrong.
Prove the majority of our Founding Fathers were not religious men and I will laugh with you.
