What is there to discuss?
We last wrote about Indiana's FSSA after some of its staffers told parents to drop off their developmentally disabled children at homeless shelters. The parents had failed to receive schedule Medicare waivers to pay for care, after Gov. Mitch Daniels -- who is now weighing a possible 2012 GOP presidential run -- cut the agency's funding to deal with a budget shortfall.
My only question is did the parents know they could receive a waiver?

Regardless of what could have or should have happened before, the State of Indiana is now refusing to pay for a surgery that has been succesful in 58 of 60 babies.
Should this be happening?
If it was an insurance company that was denying the coverage to the child, it would not be a precedent. I don't remember ever hearing of a state that would allow such a thing to happen.
Should baby Seth die?

I don't remember from the article that his condition was life threatening. It does say life saving, but not that without the transplant he will die.

This is the disturbing world of managed healthcare into which we are going.
I am not knowledgeable enough about this process to form much of an opinion.
However, if it was my child, I would probably have a very strong opinion.
I just hate to see these decisions made by the government.
If the decision is made by a private insurer, then there are several paths open for recourse.
Not much recourse if it is the government.

Nope. The 13 year old girl who died in California debunks your myth that there are "several paths open" for recourse when your insurance company denies you a life saving surgery.
Apparently, this family did not have medical insurance at all.
If so, the Healthcare Reform Act is supposed to help people without insurance so that they have insurance.
Maybe Indiana hasn't been able to or haven't allowed the "changes" to happen at the state level that would benefit this family.
