There are places here where I am that you can go in public and have a bibl study. A local coffee house has a room you can use for an hour or so...or I even seen small groups at the coffee house around a table out in front of everyone.
They can CAR POOL! Have everyone pile into someone elses car. As long as there are few cars and not a lot of loud noice nobody will care or notice.
