This depends if the church is Affilated or not.

If Incorporated, they are legally binding.

Some independent churches are not incorporated but have church bylaws but I don't know how legally binding they are.

Yes but are non-incorporated churches by-laws binding?
I understand churches don't have to be incorporated to get tax-exempt status.
