Accountabilty And Control.

I understand that there is a God ordained Five-Fold ministry,and God ordained sheperds who help people get established in the faith,and hold people accountable for their actions.
But what is the difference between accountability and control ?
How can one discern when a leader has a saint's best interest at heart,rather than a Spiritual leader trying to manipulate and control someone ?
We should submit to Godly biblical instruction,but yet in the name of submission and accountability very often abuses occur by control freaks who disquise themselves as those who feed the sheep.

I really can't answer this question Brother Scott, since all the pastor's I have had truly have been humble servants of God, and never tried to manipulate or control with unbiblical doctrine.
