What is wrong with this picture?

Keep clicking on the image to make it larger.

Sorry I didn't know how to post it larger.

*Note added here by Admin--

To enlarge the picture, position your mouse cursor on the picture. Then when the larger image comes up you can put your mouse over the photo again. A small box will appear in the lower right corner. Click that box. This will make the image full size.

They did correct the spelling of "Marriages" though in the little circle down toward the bottom....it used to say "Marrages."

I still don't think they need a comma after Substantive though.

Sorry, I disagree with you there. I think our printing and publishing has gotten much better and was thinking that this was a little cheesy.
