The answer to your question is "Yes."

The cost of elections is always borne by the electorate through taxation.

The UPCI does not have taxing authority over its members so it must recoup costs in other ways.

Perhaps a General Conference fee should be added to the budget fees of those qualified to vote.

But many who vote or are at least courted to vote, in US elections, pay no taxes and many actually receive money from the governmant.

Maybe there should be a resolution presented at GC to form a committee to study for a year on how it will effect the organization if any changes are made on the budget!
