Dan I have a simple answer I have seen and heard God fill the deaf & dumb with the HG. The Answer is God can and will.
However in YOUR favorite passage Rom. 10:9 ......with the MOUTH confess made. Does that keep a person who is dumb from confessing with the mouth?

There are very few deaf and dumb if any. They get the Holy Ghost the same way...I am not sure why you don't understand that.

Calling on the name of the Lord is a figurative Hebraic expression, Steve .... it means placing faith in Jesus Christ ....
You really need to read more of my posts.
I believe that the deaf/mute would be saved by grace through faith by Him who knows the heart and whether the point of faith and repentnace is genuine even if they could not verbalize it or sign it.
Acts 3:19 and 1 John 5:1-14 are my favorite passages as they relate to soteriology, btw.

Speaking of not knowing Sign and all this other stuff. I was young but I remember being in a service where this woman got the Holy Ghost and while she was a walkie talkie, as we non deaf may be refered to, she had no knowledge of sign language and while she prayed in tongues, as the spirit gave her utterence, she signed. We had two women in our church who both knew enough about sign from college classes at ABI that could read it and knew what she was saying. It was very beautiful. It was large and expressive like you see in these 'shows' that we see put on in services these days with sign. This was probably 35 years ago. I will never forget it. When her brother-in-law got the Holy Ghost he started laughing and acted so drunk. They carried him to his car and his wife drive him home and put him to bed, she said he laughed almost all night and still got up with no trouble and went to work the next day.
Also remember a mentally retarded boy getting the Holy Ghost.
