Someone with the same last name (Wells) is listed as the Music/Youth Administrator. Is this his wife? There is also another gentleman who is listed as "Music Director."
(Don't want to drag a lot of people's names into this, just looking to answer the question).
I know of all the major UPC churches that have used "stick dancing" (dowel ministry) and synchronized dancing ("hands of praise" & etc). Even "traditional" and many "hard core" churches have done this, certainly all of the larger ones.
It is a bit out of style right now and it seems most folks are giving it a rest for a bit, but what churches were you attending throughout the late 90's and early 2000's? "Stick dancing" and "synchronized dancing" was everywhere.
When I was going to Life they had a couple of presentations of dowel ministry but they were not dancing at all.
Perhaps some are but the ones I have seen have not been.

I think it is him, his wife works with the youth but I'm not sure she is the "leader" or if he is. My niece goes to that church I can ask her.

Whatever her job description is, I dunno. She is also the "Music Administrator" while there is another staff member listed as "Music Director." My guess, and it's only a guess, she probably does most of the work related to these departments, wears several other hats and pretty much holds the whole place together. But that's only a guess.

Ok, Brittney, is the pastor's daughter and wife of Tauren with Royal Tailor. She is the Youth/Music Administrator. There is no sister, just a brother.

I think it's the principle of it: It's choreographed movement set to music, which is essentially what dancing is. And there are much more exuberant sign and dowel songs than that one. If you observe the bodily movements and ignore the hands and dowels, then yes, it could be called dancing.
Mind you, I'm not opposed to it at all. I'm agreeing with Renda, though, that it's a bit inconsistent to accept all the sign/dowel stuff and then if you take away the hands or dowels, suddenly it's wrong.
