I don't think it is a requirement for the person that has the dream to have the understanding of it.
I have found some people have the gift to interpret dreams and others don't.
Some can share what they have dreamed and what it meant. Doesn't always mean the same thing in each case.
I know when my mother dreams of a plowed field, there is always a funeral of a family or close friend.
I have never experience that for my self.
However, I have discovered that when I dream of a woman's hair cut the shorter is is cut the closer it is to the death of their father.
Sometimes God gives the interpretation to someone other than the dreamer. I think this is another example of why the body needs all of the body and not just parts of it. We should be all fitly joined together with God's purpose.
If you are fortunate enough to dream and interprete you are very fortunate, but many are not.
