I would see it more as his making a choice to relinquish control.
If He is in control then a country would take the path of his choosing.

I have always been bewildered by the thought of God being in control of such chaos.
To me... if God is in control then things go God's way.
While, again, I do recognize that any control over any particular situation that God does not have is per His decision to relinquish said control.
In an effort to agree with you as much as I can I would say... God is in control of who is in control.
But whomever is in control is, indeed, in control.
