It was mentioned by the HQ official at a couple of district conferences I attended that anything written upon or sent in with the AS would not be considered as "binding" by HQ. That's the first I had heard about notes and such on the AS.

And I had forgotten about NH and CMB's letters at that time. They did seem to have the effect of watering down some of the harsher sentiments that some people appeared to perceive.

I think someone, maybe it was NYLP that finally came up with a copy of that infamous letter.
