My Brother in law recieved the letter from the texas district in november...before the South texas letter from bernard went out. It would appear that the wording was decided at perhaps the General board meeting at Gen conf or something and the various Supers are sending it out on their own time table...perhaps after the district boards meet to endorse it.
I would bet that a flurry of these letters will appear now that district conferences are taking place.
