Yes that was Del Reeves and yes this style of banjo picking is called clawhammer or frailing style of banjo.

I prefer the Scruggs style myself.
I liked that dobro also.
A few years ago we went to Lebanon (a city in Ohio, not the middle east country) for the Honey Festival. The music was by the Boys from Indiana and the Osborne Brothers. I liked the Boys from Indiana better. This was played outside. Some time later we heard the Boys from Indiana at a local high school and the dobro was so loud it sounded "tinny."

My wife's grandfather was named Grover Cleveland Jones. He was from KY and never learned to read and write. In his later years he did learn to print his name "Cleve Jones". He played banjo in the Scruggs style. When my wife was a little girl she spent a lot of time with her Grandma and Grandpa Jones. During the day she would sit on the couch with her Grandmother and they would sing out of a hymnbook. After supper Grandpa would get dressed for church, put on his hat, and sit on the couch and play the banjo while they waited for a ride to church. Neither of them ever drove.
Before Cleve got saved he was pretty ornery. He slept with a pistol under his pillow. He had stabbed a man on the street one time and just walked away. One night he heard someone trying to get in the window. He got his gun and went to investigate. He came back a changed man. An angel appeared to him and told him he better get right with God. That was how they started going to a Oneness church. Both his sons and his three daughters all got saved. One of the sons pastored a UPC church in Florida until a few years ago.
