Its the same word. But regeneration (which means essentially "renewal" or "recreation") is referring to two different things here.

Regeneration of the world.... as in destruction of the old, and bringing in of the "new heaven and new earth". (Rev 21:1)

Regeneration of the inner man via the new birth.... as in, the old man is dead, and we're born born again in Christ. (John 3:3-8, 2 Cor 5:17)

Yes, its the same word, regeneration....but in context Matthew 19 and Titus 3 are talking two different things altogether.

The Kingdom of God in within you. It is the HOLY GHOST/SPIRIT! Life in the Spirit! No, it is not something you see. Oh, you see the results of it. Just as you cannot "see" the wind, but you can surely see the results of it. Ask those that have been in the recent storms in various states. You may not see the Kingdom of God as it is "WITHIN" you. You cannot see your heart either, but what comes out our mouth tells or reveals what is inside. For from the abundance of the heart, the mouth speaketh.

Man needs to experience regeneration on three levels. Body, soul, and spirit. When one receives the Holy Ghost we become one spirit with the Lord (I Corinthians 6:17). This union with God regenerates our spirits. Our souls (minds) are renewed through the study of God's Word and our allowing it to conform us into the likeness of Jesus, gaining the mind of Christ. However, one day even our bodies will be raised in glory, fulling regenerated, sinless, holy, and eternal. Our regeneration will be completed in this eternal state.

Therefore, I believe that one of the verses above speaks of our spiritual regeneration through the Holy Spirit... and the other our entire regeneration upon Christ's return.

I think that a connection can be made.

First of all, many respected theologians say that regeneration is something that is ongoing. Justification once and for all but regeneration is still working itself out in the lives of believers. The inward man is being renewed day by day. It's not that we're not born again or that we have to be born again over and over again. It's just that the nature of regeneration is such that the whole work of regeneration that God intends to do in us is not yet complete. We are made new but not perfectly. God is still perfecting that which concerns the believer. It's the now and the not yet of the kingdom.

Matthew 19:27-28 I believe is in reference to the new world. Yet, there is a correlation. Our personal eschatology is also wrapped up in the eschatology of the rest of the creation. God is regenerating us along with the rest of His creation. Yet, His work is not yet complete in us or the physical world He has made. Creation is groaning for the manifestation of the sons of God.

And I'm not a postmellennialist. I am a Dispensationalist-leaning Pretribulational premillennialist. I just also try to make room for the Post-sounding passages.

I will go a bit further. Yes we are born again IN A MEASURE. We wont be fully born again till the resurrection. If Jesus is the FIRSTBORN FROM THE DEAD that means he was born again out of death. We also must be born again out of death.

At the resurrection THEN we will fully be the CHILDREN OF GOD!

35 But they which shall be accounted worthy to obtain that world, and the resurrection from the dead, neither marry , nor are given in marriage : 36 Neither can they die any more: for they are equal unto the angels; and are the children of God, being the children of the resurrection. Luke 20:35-36
