His strength was tied to covenant, obedience and submission to God. Hair was a symbol of that in his case.

His strength didn't return with the submission to the vow. There isn't scripture that says he submitted to the vow after capture. But after a time, his hair began to grow, and with that growth came strength once again.

Do you suppose that he let his hair grow back to renew his vow? Apparently he never asked for a hair cut again......
