Paul taught that if everyone speaks in tongues with no interpretation, then the outsider who observes such a thing will conclude the assembly is "mad" ie insane, crazy, not conformed to reality and truth. Thus, the outsider will not believe that God is operating in that assembly, and will reject the assembly's apostolic teaching, and will remain an unbeliever. Thus, tongues are a "sign to the unbeliever", not as a miraculous sign that convinces or converts the unbeliever, but as a testimony to their continued unbelief.
Just as God said, through Isaiah, "With stammering lips and a foreign tongue will I speak to this people,
yet they will not hear."
So, if you, for example (or anyone else) enters a Christian apostolic meeting, and everyone is speaking in tongues with no interpretation, you (or whoever the visitor is) will likely conclude that assembly is in delusion and error, will reject their fundamental doctrine and message, and will be a fulfillment of what Paul warned against, using Isaiah's prophecy as a type of what is going on.
