Notice the terms used in Hebrews, and Hebrews is about the New Covenant being superior to the OLD.
Hebrews 1:10-11 And, Thou, Lord, in the beginning hast laid the foundation of the earth; and the heavens are the works of thine hands: (11) They shall perish; but thou remainest; and they all shall wax old as doth a garment;
Hebrews 8:13 In that he saith, A new covenant, he hath made the first old. Now that which decayeth and waxeth old is ready to vanish away.
Isaiah 51:16 And I have put my words in thy mouth, and I have covered thee in the shadow of mine hand, that I may plant the heavens, and lay the foundations of the earth, and say unto Zion, Thou art my people.
It speaks of COVENANTS. God used creation language to refer to Zion as a NEW covenant people in Isaiah.
