It's a subjective description. Out of 21 reviews, that was the only that mentioned "overt and unnecessary sexual references."
I hate to make judgments on books or movies without reviewing the content myself, or having someone else give a pretty good overview of the content.

Explicit scene would be describing sexual acts step by step: touching this, touch that, fingers, toes, in, out, up, down, over, under, drip, wipe, tying, crying, nibbling, pulling, shiney, musky…then talk about God’s holiness and greatness on the same page.

I agree with your definition, but when talking in the context of Christian novels, explicit could be as simple as a sentence describing a kiss between an unmarried couple.
