Leaders of Islam teach Jihad. Jihad can be waged with weapons of war... or with philosophy in education, legal action, democracy, and other peaceful means. Moderates are still engaged in Jihad, even if they don't use weapons of war.
I've been studying Islamic eschatology. They are awaiting one called in the Quran and Hadiths as the al-Mahdi. If a man came to power with enough claims and "evidence" to demonstrate that he's the al-Mahdi... even the most Moderate will become radical in supporting him and his global Jihad.
