My guess is that they'd be a part of that local (Filipino) organization and not the US organization headquartered in Tulsa. The guys in the Philippines presumably are citizens of that country and work within the borders of their home country.
Brother Alvear is a Chilean national residing in Brazil and is married to an American citizen. He's eligible for US citizenship, if he doesn't have it already. But then, for the Tulsa office, he'd still be a "non-native" working and residing on a foreign field. The WWPF is probably limited by whatever their insurance people tell them they can do.
This maybe a time for some folks to think about lending the Alvears a hand from time to time.
