Because it is one connection to the original series.

...And I don't consider mini-skirts to be provocative attire in all cases. Some men can go on a beach filled with bikini-clad women and be ok. OTHER men get excited by a woman showing her BARE (ooooooh!) ankle. The Starfleet "mini-skirt" is nothing but an ode to late 60's fashions.

Randy thanks so much for enlightening an old geezer like me. Now we know the mini skirt is among the accepted!! WOW, do I ever feel better about life.

Hey, I don't particularly like them myself as a general style, although they can't hold a candle to the bell bottom. I just liked seeing them in the show.
